Its HTTP that uses verbs and nouns to perform actions.
What does a GET do?
GET is referring to the action of grabbing a readable resource for either, a machine or the user.
What does a POST do?
When a system adds something to another system it is called a POST.
What does PUT do?
If a system wishes to replace something in another system it will utilize PUT.
What does PATCH do?
If a system only wants to do a partial update the system will use patch.
